WEATHERIZATION PROGRAM
The CAATCRCC Weatherization program performs energy efficient measures to reduce energy cost for low income Alabama Citizens by improving the energy efficiency of their homes. The Weatherization Program specifically focuses on assisting low income persons, primarily the elderly, persons with disabilities, and families with children. The primary focus of the Weatherization Program is reducing Air Infiltration and Insulation of the home.
Our Weatherization Programs are funded through grants received from the U.S. Department of Energy (DOE) in the form of two grants: the Department of Energy (DOE) grant and the Low-Income Weatherization Assistance Program (LIWAP) grant. HOME FORWARD grants are competitive grants used to implement measures that supplement LIWAP and DOE funded projects. Home Forward grants are funded by the Alabama Power Business Charitable Trust (ABC Trust)
HOW DOES WEATHERIZATION WORK?
Weatherization staff conducts an Energy Audit of your home. Diagnostic equipment is used to identify air infiltration imbalances and areas of heat loss. Staff also evaluate related health and safety conditions such as Carbon Monoxide hazards and gas leaks. Weatherization crews install the most cost-effective energy efficient measures, based on the results of the Energy Audit. Throughout the process, Weatherization staff will inform the home's occupants about the measures being installed, how to maintain the measures, and ways to further reduce energy usage.
HOW DO I QUALIFY FOR SERVICES?
QUESTION: Must I own my own home to qualify for services?
ANSWER: You do not have to own your own home to qualify. You may qualify whether you own or rent your residence, live in a single-family home, or live in a mobile home. (*Tenant’s landlord must apply for services on behalf of tenant.)
QUESTION: Do I have to meet an income guideline to qualify?
ANSWER: You may be eligible to apply for weatherization assistance if your household income meets the following federally-established income guidelines
ELIGIBILITY REQUIREMENTS
To be eligible for assistance, a household must:
1. Make application and have a combined income not exceeding the 200% income threshold for all adult members.
2. Live in Alabama when application is made, apply in the county of residence, and be a U.S. Citizen or a legal alien.
3. Provide a valid driver's license or state issued identification for applicant and social security cards for all household members

Current photo ID for Head of Household and/or valid applicant
Social Security Cards For Everyone In The Household
Current utility bill or utility statement. The bill MUST be in the head of household or spouse's name and the bill MUST be a recent bill
Proof of Income for entire previous month for ALL household members. THE INTAKE PROCESS GOES BY PAY DATE, NOT THE PAY PERIOD. The applicant MUST provide a check stubs for pay period. Social Security letters must be for current year. If a Household Member is 18 or over and has no income, please visit your local CAATCRCC Office to pick up a declaration of household income form or CLICK HERE to download the form. (WE WILL NOT ACCEPT ANY BANK STATEMENTS)

All Weatherization applications will be completed online in our LITTLITE App (Lifting Individuals Through Technology).
The LITTLITE portal is for qualifying Alabamians to apply for assistance with needs and services available from local Community Action Agencies or other community services provider. Assistance will be based on household eligibility and available funding.

How to APPLY and the application process
1Call your locate CAATCRCC office to schedule an appointment at 256-645-4999
2Complete an application along with all the required documents at the time of your appointment
3Exercise patience while the application is added to the waitlist and prepared for selection for service.
(WAIT LIST TIME VARIES)
4Once the applicants home is selected, they will be contacted by an assessor to set a time for their home assessment.
5If a home passes the assessment process, the home will be entered into the energy auditing software that determines the highest cost saving measures amount that can be take place to the home.
6Once the measures are determined, specialized weatherization contractors are contracted to bid on the job measures and perform the energy updates.
7Once the weatherization updates have been completed, the work will be inspected by a Quality Control Inspector (QCI) to ensure the work has been completed and completed properly.
PLEASE NOTE:
The Weatherization Assistance Program is not to address aesthetic aspects of a home but to strategically address mechanical, building shell, baseload, and health & safety measures to make a home more energy efficient.
